Grant to a USA entity to create a network of specialists in Texas for infant and toddler care. Funding is intended to expand the quality and availability of toddler and infant care and improve teacher practices. Funding is also intended to provide professional development, specialized technical assistance, and collaboration with other programs that serve infants and toddlers.

The Texas ITSN program will be administered statewide by a single entity. Regional infant toddler specialists will work closely with their Local Workforce Development Boards (Boards) and other local infant and toddler resources to form PLCs. These PLCs will provide comprehensive services that best meet the needs of each local workforce development area. 

The successful Applicant, under the Texas ITSN program, must offer a program that provides standard comprehensive infant and toddler care services throughout the state via PLCs. These professionals will work directly with the infant toddler workforce to implement an effective and accountable ITSN, increase their skills, knowledge, and practice-based competencies in providing evidence-based early care and learning, for infants and toddlers.

The successful Applicant will develop an ITSN that satisfies the following requirements: 

  • Establish a sustainable ITSN with potential for year over year growth and needs-based diversification of services.
  • Provide training and support for infant and toddler teachers. 
  • Assist teachers in reaching professional goals.
  • Additionally, all services and programs should be: 
    • Offered in collaboration with local Boards, community coalitions, etc. to avoid duplication of services; 
    • Offered in different modalities (e.g., PLCs, webinars, face-to-face trainings, audio conferences); and, 
    • Offered in languages relevant to their audiences.

TWC intends to award one (1) grant to the Applicant who best demonstrates the ability to achieve the desired outcomes with the available funding.

Term of Contract:

- Grant Start Date: January 2020
- Funding will be for approximately eighteen (18) months from the grant start date, with the option of renewals or extensions in any combination of years or months, at TWC’s discretion, provided that the total grant period does not exceed five (5) years. In considering such renewal, TWC will consider performance, progress toward expected outcomes, and expenditures, as well as other factors

Additional Eligibility Criteria:

An Eligible Applicant under this RFA is an entity with at least five (5) years of experience successfully providing similar services to those outlined in the Program Requirements section of this RFA, regarding early childhood staff trainings, technical assistance, and higher education services on a statewide and/or multi-regional scale.

Unallowable Costs
This grant program will not fund the following:
- Alcoholic beverages;
- Entertainment;
- Goods or services for personal use;
- Purchases of real property;
- Construction of buildings;
- Pre-award costs;
- Foreign travel;
- Vehicles;
- Additions, improvements, modifications, replacements, rearrangements, reinstallations, renovations, or alterations of buildings or other capital assets;
- Equipment;
- Supplanting existing federal, state, or local funds available to the proposed program;
- Providing cash to participants; and,
- Any other cost that is inconsistent with or not conforming to the governing requirements and provisions in the Allowable Costs section in this RFA.

Leveraged resources committed to this program:
- May not be counted toward federally required Child Care Local Match for the CCDF program;
- Must not be federal or state funds under a different grant award;
- May not include program income as defined at 2 C.F.R. § 200.80; and,
- Must be reported by Successful Applicants in TWC’S online Cash Draw and Expenditure Reporting (CDER) system.

Pre-Application Information:

Applications are due 9/6/2019 at 4:00 PM

An Applicant may submit only one (1) Application. If more than one (1) Application is received from an Applicant, TWC will only screen and evaluate the first Application received from that Applicant. Amendments to the Application are discussed in the Award Administration Guidelines section, below.

Any reasonable delivery method, except fax and email, may be used. While not required, Applicants are encouraged to use a traceable delivery method, such as certified mail, return receipt requested, or a guaranteed express delivery service.

It is the Applicant’s responsibility to ensure the Application package is received by the submission deadline at the correct delivery address.

After the issuance of the RFA, the Q&A Document is a primary source of information for Applicants. Applicants’ questions must be submitted in writing via email to the Authorized TWC Contact by July 29, 2019 by 4:00 p.m. CST.

The Applicant will be required to provide twenty percent (20%) cash or in-kind leverage contributions toward the total grant award.

Before submitting an Application, the Applicant must have a current and active Data Universal Number System (D-U-N-S®) number and be registered with System for Award Management (SAM). Check your materials and registrations well in advance of the Application deadline to ensure that they are accurate, current, and active.

A valid D-U-N-S® number and active SAM registration must be in effect at the time of Application submission, or the Application will be rejected. A D-U-N-S® number and active SAM registration must also in effect at the time of grant award, or the Application will not be funded.

TWC will post the grant award decision on the Electronic State Business Daily after the award(s) are finalized. TWC staff will notify unsuccessful Applicants in writing following execution of all grant awards.
